Chef% would definitely be dull if Bruncheon didn't exist. But it does.
The difference is:
Nipple%: Unique Cap, Unique Cascade, Unique Sand
Chef%: Any% Cap, True Any% Cascade, Any% Sand, Any% Lake or Wooded, Unique Wooded or Lake, Unique Luncheon

I'm advocating for a World Peace No Story Skips, which would result in less or no glitches being used, but not actually be defined by it. The thing about glitchless outside of World Peace, Darker Side, and 100% is that all glitches together save way less time than the glitchlessly possible other skips like Moon skip or Cascade skip.
Another problem we would have with a glitchless 100% category would be that it would ban coin duplication, even though coin duplication can sometimes unintentionally occur in the caves in Cascade, especially for the single coin rocks. Just not banning it would not be a solution since this glitch is actually supposed to save 15-30 minutes in the 100% run
The Chef outfit is mainly just symbolic for having it made all the way to Mount Volbono. Beating the locked room would just overshoot that purpose and unnecessarily drag out the ending.
The main point in Chef% is not that you collect the Chef outfit and do something with it, but that you reach Mount Volbono in Bruncheon - and that is a very skillful challenge to speedrun. Nipple% is about optimizing coin routes, Chef% is about mastering insane tricks
Access Luncheon and buy the Chef outfit and hat. Timing starts on file select and ends on purchasing the latter of the two shop items.
This category would already be one of the most skill-dependent and intense categories while being shorter than Any%. 1.0.0 exclusive as of now.
After seeing how the introduction of Nipple% has changed the routes and time estimates for both 100% and All Missions, Chef% might increase the incentive to experiment even more with Bruncheon and Bruncheon-related sequence breaks, especially faster and/or more consistent ways to reach it

This is a serious question with significant importance also for 100%, All Missions, Any 999, and Max% (Skelux%). If you hit a rock as the T-Rex just right, the rock drops its coin or coin ring up to 6 times, which is known as Coin Ring Duplication. By carefully executing a setup similar to Stravos96', this glitch can be triggered somewhat consistently, resulting in a higher average coin collection rate than Bowser's Kingdom. This means that, with enough skills and effort (and soberness, sorry Oki), it is possible to grind any amount of coins faster than with the old method. For reference, see Stravos' speedrun to 9999 coins where he grinded from 269 to 9999 coins in 46:28 minutes:

There are actually quite a few category ideas of a length between Darker Side and All Missions floating around:
- All Hats (560): Unlock and buy all hats. They cost around 4000 coins, and the last one unlocks at 560 moons
- All Achievements (601): What you said. One achievement requires 600 moons
- Darker Side No Moon Rock (503): Unlock and beat Darker Side without moon rock moons
- OG Moon list (~620): Collect all moons on each kingdom's original moon list. Excludes moon rocks and Toadette.
- 750 unique: Collect 750 moons without duplicates and add them to the odyssey.
- Any 999: Collect 999 moons including duplicates, then trigger the Really Lame Ending
- All non-achievements (819): Collect all moons, excluding achievements.
- Multimoons/Purples/Tracklist (MPT) (503): Collect all multimoons, all purple coins, and all tracks to listen to.
