Alright, I will display my entire Idea right here:
Firstly, we switch Intended to No Major Skips, as that is basically what it is now. The only map it would change the runs for is DD, since I presume Pond Skip would fit under this category. (though some seem to disagree) This also will make it easier to allow or ban skips, when they are eventually discovered. The rules will also be changed accordingly. Another example of a minor skip, is the current skip used in FF, the one where you immediately turn at the first checkpoint and skip the first turn away. A major skip, for example, is the Hill Skip, also in FF, used in any%. This would not be allowed as it is not minor. The skip is at the second checkpoint of FF, instead of going on the hill, to the jump, you drive to the right, and drive through to the 3rd and Final checkpoint.
Secondly, a new category is made. No Skips. This is pretty simple, as it just bans the use of all skips, including the bridge in PP.
This is, in my opinion, the best solution to the current split of the community, and no runs will have to be removed or disqualified, unless they were cheated runs of course.

Also, the mods (and kinda me) are planning on changing the name of intended and adding a new category to remove confusion. The rules will be adjusted to make more sense too. I can't confirm this will happen, since I'm not yet a mod, but it's the most likely option to happen.

A 2 second time save isn't major when compared to something like jumping the fence in FF which can save up to 5 seconds depending on how you do it. Minor ones are also ones that you notice when playing the game casually (though they don't have to be)
They what do you consider a minor skip? A major skip is one that breaks the level, basically skipping checkpoints, jumping fences and rails, etc. Hopefully this clears some things up.
Intended allows the use of skips, and is probably going to change to No Major Skips. Another inclusion, which will ban all skips, No Skips, is being considered less, but might still be added.
The run is legal, based on the current rules, I think that Neo. might not know it was legalized. Also @JamezvbdB there is about to be a big change, intended is going to become No Major Skips, so when that happens this will be legalized. Neo. seems to not want the inclusion of No Skips, at least for now, so runs with no skips might not come tommorow. Just wait...
Yeah, that is what i was referring too, cause in NMS, for example, in PP, you could skip some of the track by driving on the dirt, which would be banned in NS.
True. If I ever attempted this run, though, I would always start with Races.

@TheGameWARIoXx No, because I don't think it would be fair to disqualify a run, because they accidently drove of the stage for a second. It would just ban every skip. Now there could be a rule where at least 1 wheel has to be on. I just don't think all 4 is best.
I guess I need to explain with a example. In Funky Forest, there is a skip where you can cut through the forest and it saves around 2.5 seconds. That is not a major skip, so it would be allowed in No Major Skips, meanwhile the Hill Skip, at the second checkpoint, just driving on the edge of the lake to the next checkpoint, would not be allowed, as it saves around 8-12 seconds, and arguably removes the most technical part of the run.
Yes? Runs can be in multiple categories. I do see only 1 thing changing if this category gets in, at that being Dusty Desert allowing the pond skip at the start of the run.
So, I keep seeing the debate to change Intended. I don't think that's a good idea. I think the name should be changed to No Major Skips. Then, there could also be a No Skips category, where you have to stay on the track. This fits pretty well, and a lot of other speedrun games have it, like Speed Run 4 (https://www.speedrun.com/robloxsr4) which is one of the most popular games on this website. I think this is the best solution, as if more minor skips are discovered, it would be easier to allow or not allow them.
