For NG+ Neutral, yes, portals are allowed, and can be used in every level, but in some cases using portals in some levels are slower. But obviously for portalless they are not allowed.

Just put it in the BFBB Category Extensions if this is going to be a thing. Not on the official leaderboards.

I found a consistent way for it to not softlock. saves ~30 seconds and skips cycles. But since my any% had a perfect Fort Crabclaw it only saves 10 seconds.
