This sounds good to me. I think it clearly defines two different categories, as I personally feel they sound be. The verification for the no mapping input makes sense and shouldn't be hard for anyone to do.

I personally like the idea of the ban if we can find a way to enforce it. I have to agree with Luna though with the fact that it seems like it'll be very difficult to tell if someone does.
