Sizzyl your probably right on that, I've been putting off re-installing windows since I wanted to find a definitive reason as to why everything is messed up rather than doing the whole 'unplug then plug it back in' method of fixing problems, mainly so I could help others in the future. But since my system is about 2 years old now and I've downloaded an unknown number of things that could've screwed something up without my knowing it's probably what I have to do.
Sizzyl your definitely on the right track, the CPU/GPU is indeed being assblasted in particular areas, Doom is a hardware intensive game. Also setting livesplit to real-time priority with the task manager is something I used to do in the past and seemed to resolve some issues I had, (can’t remember what exactly, it’s been so long) but has no effect now. The main issue is that the game USED to work no problem, fullscreen, 99% gpu, all that and the timer was fine. But now months later after taking a break from Doom everything took a dump. Windowed mode allows all background apps to function flawlessly despite using the exact same amount of GPU/CPU/RAM/VRAM as fullscreen, so by that logic it’s a priority thing more so than a hardware thing, which is why I would assume it’s windows fault.
So I've been searching for months now for any insight on the topic of lag. With both doom 2016 and eternal, (could be with any game really,) background apps will experience lag/stuttering when dealing with gpu intensive areas and scenarios. For example in doom 2016 when taking the train ride to meet Samuel Hayden my livesplit timer will completely halt, then resume once I leave the train. This is not limited to just livesplit, as my task manager, amd radeon software, obs, anything really will just completely lag out. However when I switch the game to windowed mode all lag is resolved. Windowed mode is not an option for running the game as it has noticeable input lag.
I would also like to note that it is absolutely possible to run the game fullscreen and experience zero lag for background apps, as I've been running this game on my pc for like a year or two. I left the game for a few months and returned to a broken mess.
To summarize I'm looking for anyone who has experienced similar performance issues with livesplit or other background apps when running a game fullscreen, and what was done to resolve it. I suspect its some windows 10 bullshit but I've run out of ideas as to what it is.

using streamlabs it allows me to use my gpu, (not regular obs, just streamlabs. more weirdness, I know) and the gpu does seem to work better than my cpu when using obs. However, after checking my radeon settings, it looks like relive was always using my cpu, and was 100 percent reliable. ??? Weirdness.
I've got a radeon RX 5700 XT for my gpu, and a Ryzen 7 3800x for my cpu. Along with 32 gigs of ram and ample cooling. It's a pretty fresh system.
even with my gpu for recording with obs I still get flickers of stutter. It's never 100 percent clean footage.

Is there ANY other way to record livesplit other than OBS? For my system it seems like no matter what I do I always get stuttering, even if I set obs and Doom to potato mode it still stutters. Primarily for recording gameplay I use the radeon relive built in software, which has been %100 reliable at recording literally everything. However relive is limited in its abilities, and I can't overlay liveplit on my recording with it.
So, if there is another recording option to overlay liveplit on a recording I would appreciate knowledge of its existence, cause I'm sick of messing around with obs when most of the support info is targeted towards streamers anyways. I know my system can record 1440p 60 fps gameplay 100 percent reliably, just not with obs.
