i forgot to mention but im lesrning to run any% glitchless if that matters any

So I recently got interested in running this, but I only have the 3ds Virtual Console version of the game, and for some reason the Nidoran manip isnt working, and idk if the 3ds version is different or something, but help would be appreciated.
