the game has milliseconds so why shouldn't it be on the runs

I can't add this cause I'm verifier and the other mods are quite lazy so

All runs must use 60fps only and display it from this day onwards, runs before will still be valid

reason why this rule is being added is because using anything above 60fps can make timer based events run quicker than intended
