@terasss2 No idea where you got this from, this isn't a rule in GTA3 at all lol
also something that puts you om1 =/= a mission. If you were gonna follow this "engine level" principle you would have to do the pool minigame and the videogames in CJ's house lmao.

Only the final part of EOTL calls upon 0318 (REGISTER_MISSION_PASSED)
The issue with SA AM right now is there is no proper guideline as to what a mission is. If you go the 0318 route like VC+III then you must include races/bmx/nrg as they all call 0318. If you don't want to do this, then it shouldn't be called "All Missions". All story missions was alright, why was it changed?
Either way, a decision needs to be made.
If you're going the 0318 route, GT skip is fine. If you're going $RIOT_TOTAL_PASSED_MISSIONS route, it isn't.
Developers have been tying things to framerate for years, so there's a very high chance it was intentional. The outcome of the knife being powerful is the unintended part. For this reason, the knife damage looks to be an exploit, not a glitch.
Personally I think that you should be able to abuse such exploits regardless of the pay to win factor, as speedrunning is a hobby you need to put money into just like any other. But there's no guarantee i'll ever do runs of this game so i wouldn't regard my opinion if i was a runner.
Regardless of my opinion, having oob/no oob/oob no knife exploit/no oob no knife exploit is super convoluted. But as for "glitchless" this knife exploit should not matter at all
Spamming the discord+forums with several threads and messages won't make people want to help you.
Any decent PC made in the last half-decade will stream these games; however this forum is about discussing the speedruns of the games, not being tech support
You can only collect the rampage if you're om0. If you cannot see mission icons (Such as the big L on your map) then you're om1 and can't collect the rampage. You need to start back alley brawl before the rampage runs out in order to be om0 and pickup the rampage a second time

First of all, you must have the frame limiter on when you're doing speedruns. The run isn't considered for the leaderboards unless it's completely vanilla game with the frame limiter left on. The game runs at around 25 fps with this setup, which is easily playable. If you're dropping below that 25 threshold, then you have other problems not related to the game. It is much harder to slide with uncapped fps, hence why you are struggling.
SF duping - "missing the phone call" in the stadium is a little vague, so not sure how to help there. The lady turns you down because you don't have a certain amount of sex appeal, for this strat you need to select a good haircut at the start of the game (jheri curl is the best) and have a nice car, saving a replay at the Wu Zi Mu mission in badlands and playing it before jizzy skip will help you spawn nice cars on the road more frequently.
Life's a beach - he will get out of the car after a certain amount of time, you either need to kill him before he exits (the fast way) or wait for him to re-enter again and then shoot him (the slow way)

The rules are clear on this
"Timing is the same as any%, but you must watch all cutscenes for each mission you begin."
If you don't begin a mission, you don't have to watch the cutscenes so duping is fair game. If you skip a cutscene then it's your own fault son

Steam version works fine for Any% SSU, but it isn't used for all the other main categories.
The theory behind Paramedic instapass is exactly the same as all the others, the only differences are involved in the setup.

The second difference is the setup for the trick itself. Paramedic instapass requires starting a sub mission within a cutscene, which is usually not possible. For this trick you must drop a phone call to gain control in a specific cutscene, and then run and start paramedic in a very short timeframe.
