I noticed there's a rule that says Generate Structures must be off for Legendary catch, is this intentional?

I think it would improve the experience of speedrunning a lot if we got rid of the rule "Generate Structures MUST be off" in Pokecatch Vanilla. You still wouldn't use structures, but if we got rid of this requirement it would mean that you could make worlds that you could play for Any% and Pokecatch Vanilla at the same time. The reason it wouldn't make a difference is that it's easy for the mods to see if you used a structure in the run, so it's not like it opens up a possibility for cheating.

I know the rules said no mods other than those in Pokemon Reforged are allowed, but does this include Optifine? I can unbind zoom and just use it for the frame boost.
