i would say yes its allowed, because your ingame timer wont continue if a CS starts.. but im not sure because i do not make the rules.

Whoa. I just played Leons Story on Hardcore difficulty and i have to say this is going to be fun speedrunning this game on Hardcore. i died atleast 20 times. usually on boss fights. LUL But im pretty sure there are going to be some routes/strats which makes it possible to run this game without dying
