I think a no upgrades category would be more possible. I dont know if anyone would run it but me though.
Ok It took an hour just to get to level 14, and the boss laser just has too much health to kill. No idea how badhound did it.

Just recently uploaded a video to my youtube channel that is a spliced run of the two fastest NewGame+ runs. I timed it at a 3:58.060, which means that it is possible to get sub four in this category. I think good menuing can cut a lot of time, and good luck on getting good ammo drops on the crates and the main luck parts. Here is the link
