Can someone explain how to do this pause strat (NTSC)?

I don't know if it's frame perfect but the IL for folders gets a very specific series of hits. Also since Birth was mentioned are there any resources for getting consistent on that stage? I haven't been able to achieve any consistency.

I havn't seen anyone use this strat for this stage so I thought I would show it off real quick.

Amoeba's run uses a similar strat.
