It was discussed and has been considered a minor glitch...because it's so easy to do. You'll notice there is not a 'glitchless' category, but minor and major glitches categories. Quit moaning.
Pause cancelling used to be considered a glitch so you were probably watching an old run or watching someone who isn't up to date with the rules. It is allowed in glitchless now.
I wouldn't even say RTA is that great or provides more of a reason to decide on one emulator tbh. RTA is still off because it really depends how your PC runs the game with the emulator. Brando and I have raced multiple times using the exact same emulator and copy of the game and even if I've won in real time his IGT will come up faster. Similarly with PAL, I could run this game on my PS2 with a European copy of the game and even if it would take me near double the time in real time I could still PB on my emulator run because of the IGT and how it tracks frames. Notoriously I just feel like RE's timing methods are pretty whack generally, but then I do think it is worth being as consistent as we can between runs.
So for consistency's sake I still think psxfin or jin is the way to go. Really with a game that tracks frames we want to go for an emulator that has the least lag points/frame drops I guess? I'm not too knowledgeable on the subject and for the most part I trust what Maximus says as I know he has looked into it more than anyone. But I would vote for psxfin/jin.
To me I just think it's kinda backwards to remove an option like that. If you were adding options, then fair enough. But removing our choice to pick UK seems kinda unfair on those of us who'd specifically chosen that, for our own reasons. Me choosing UK does not in any way affect those who themselves would rather pick between England, Scotland, Wales or Northern Ireland.

I was told that psxfin ran faster, I don't know the difference but I ended up just running it on psxjin because I couldn't get fin to work.
So is epsxe actually better? I think it wouldn't be a bad idea to decide on one good emulator for this game because the timer's kinda whack from what I've seen for both console/emulator and its different versions anyway.
IGT is weird though because I've practiced on PAL and nearly PB'd somehow, even with the ridiculous framerate... I got a 38-something. But yeah, JPN is the version you want to be running.
You could easily just run this game on easy and that would remove the locker rng element, without having to manipulate it using a tool like that. I agree that I think it's a slippery slope and shouldn't be allowed in actual runs.
Edit: also in terms of new category, maybe if you could remove every rng element and have a 'no rng%' (lul), but pointless to just have a category that just removes the locker rng.
As an update for Resident Evil: Survivor -
PBs have been fairly frequent lately, I have shaved over 30 seconds on my any% time and have been mastering the handgun only category (less item pick ups, slightly longer boss battles). Enemy RNG plays quite a large role in this speedrun and I know I could easily PB by another 30+ seconds with some luck, though I can consistently finish the game in under 40 minutes (real time) regardless of RNG. Strats to counter some of the enemies have become faster and more consistent also.
