I never tested if it's slower but it probably is. I'll test it right now though.

The setup is just do a full jump the frame you hit the ground. It sounds hard but it isn't too tricky.

I meant to say no if you did bbg you are 2 framerules ahead over top of flag but 1 framerule ahead of fpg

No, unless your a tas than bbg would save 2 framerules over fpg and 3 over top of the flag.

It's 1 framerule slower than what the record does because record gets optimal bullet bill glitch. But the fpg ties unoptimal bullet bill glitch framerule. And unoptimal bullet bill glitch is a framerule slower.

No, getting fpg in 8-2 with a high 2 on the timer will tie unoptimal bullet bull glitch framerule I believe. Most full fpgs will always save time even if the setup looks slow. But sometimes the setup is too slow like in 5-3 or 1-3. Doing full fpg in 5-3 or 1-3 will tie the fpg framerule

I'm saying that if you get to bullet that fast and you get optimal shot you will not get fireworks and you will save one framerule over the current any% record

By 8-2 despawn he meant despawning the plant that is in the pipe so you don't have to slow down as much. If this despawn was possible then saving another framerule would be easier. Also for the thing about getting the koopa into the right hole. If you scroll mario to the left side of the screen than you can hit him earlier than you would usually be able too and make him fall in to the right hole.

I can't tell you exactly why but It has something to do with being able to clip into deeper into the block. And 50 fps is the reason you can clip deeper into the block. So full fpg is possible because of lower fps.

https://pastebin.com/FGdcr2T8 Copy everything from the third line down then put it in a text document. When you run it it should work. But you have to hit start within 21 frames of when you first can or the timer will start early. Basically just spam start as the game resets and you should be fine.

Yes, PAL wr can be beaten by 17 seconds. The wr is pretty slow not gonna lie. But for sub 4:54 you would need to do a lot. And we would need an easier full flagpole glitch setup as the current one is nearly impossible and as far as I know no one has done it.
