18.91-19.31 is possible.
At the jump @18s in the video it is possible to get a flip, you can also get another one in the next jump by wheelie-ing off of it. This is a well known time save. With this technique you can still land in a boost, however this is difficult. (- around 1.0s).
Then at the end of the level you can hit your head on the bottom of the cave instead of the top by charging a boost in the S bend, leaning back and a little luck. (- around 1.0s).
Plus a bit of driving optimizations you may be able to get an 18.XX but this is unlikely with my current understanding of this level.
I know on poki you can hit your head on the rock rarely but CMG is dumb and keeps the timer going.
I think the limit is 11.70-12.10s
You can get another flip when you SC the loop, and you can get another on the drop down whilst still keeping a boost and hitting your head on the ledge.
The former is easier and 50% luck based, the latter is almost entirely luck, but both are possible and have been done in runs whilst I was hunting.
A few optimizations in driving can help one save around .2-.3 on this record.
Potential is 22.XX / 19.XX
After the big pumpkin jump, you can land in wheelie and then rarely crash into the land, you can then do a flick flip landing on the ramp before the tunnel. With this I have saved 1.5s against @Nat_Cat's PB. (However it is hard and you often fly other the ramp.) You can also go for another flip in the ending that may or may not save time.
POTENTIAL CUTS
I haven't proven it, but it may be possible to jump over the spike ball whilst it is still in the tunnel, potentially saving 3s. I think it is possible because somehow I managed to get under the ramp on 01 OG Poki, which is a similar gap. I don't know if it is possible or if the cycle of the crushing thing will work after the cut either invalidating the cut.
It also might be possible to jump directly to the finish, skipping the spike elevator.

Almost best Poki possible pace btw, and you missed a flip.
Says every speedrunner ever after getting WR.
Yeah I don't understand how that was a .20
