I have V-Sync on, and my settings are set to OpenGL.

I have no idea why, but my FPS is capped at 60 at all times. I used "fps_max 99.5" in launch settings and in-game. Here's a few screenshots of it: https://imgur.com/a/XsfYirJ How do I fix this ?

In the resources page, right under "Patches", there's the WON mod that allows to play the WON version on a modern build. Does a run using that mod still count ? And if so, does it go under the Steam or WON leaderboard ?
