PAL version with Dutch language is the fastest (about 1.2~1.5 seconds faster than the 2nd fastest language, English). NTSC version only has English and French.

You can still play on NTSC version, you only lose about 1.5 seconds compared to PAL with Dutch language.

I haven't played through NTSC version yet so I cannot tell you if there are any other differences between NTSC and PAL.
