I read on some of the threads and most say explicitly as well as in the rules: No mods of any kind whatsoever. Obviously it's pretty clear but it was posted months ago. Pretty much I want to know if we can now currently do a speed run with mods that don't affect game play much? I'm specifically talking about FPS Booster v3 and/or FU FPS Boost. Starbound seems to be poorly optimized at least for me. It's playable but rather annoying to have smooth fps in certain portions but then choppy fps in other areas.
Edit: Also I'm very confused on whether or not we could abuse the coordinate system to get to planets with the scannable object to complete a new game run faster? Saw some people talking about it in other threads but I am still not quite sure.
If by "abuse the coordinate system" you mean find the coordinates of planets with objects that are scannable and then write down the coordinates then yes. However I also believe that you have to delete your player/universe files(or at least move them somewhere else) every time you start a full game run so you cannot setup a planet with all of the scannable objects you need ahead of time(even though this isn't officially mentioned in the rules).
As for mods, I would say that using an fps mod is probably still illegal(even if vanilla performance if crap) although I, for one, am totally for having some sort of alternate category where FPS mods are legal.
If you have anymore questions I recommend you join the starbound discord(https://discord.gg/6DqPQPb) it's not super active but at the very least it's something.
