I keep forgetting that the third hit can also be a quick hit. That got me the 5x.
About the cool movement after the hits, that's unfortunately not faster. That just makes the run look cooler, but it's 0.1 secs slower than just walking to the bossfight (done perfectly, ofc).
UPDATE: Sonic 1 Tails submissions reopened as of patch 2.0.2
