Are you allowed to use either or or does it have to be one or the other. I haven't played this game in forever so I just wanted to make sure that when I do a run it won't get disqualified because it was the wrong version

JP version is perfectly fine. There are also many different revisions that might have some differences but anything goes.

Apparently the first version released in Japan has the same teleport glitch shown here, but it happens at 428 km/h instead of 448 km/h. Maybe there are some other differences as well.
