Japanese stuff is usually cheaper for anything N64 related, so just buy a Japanese N64. Modding a PAL N64 to an NTSC framerate is an obscure and expensive mod.

I watched a nintendrew video about playing japanese n64 carts on a US n64 and mentioned that it doesn't work with a pal n64. Maybe he forgot to mention about the expensive modification or something.
