i think that people who dont have the winged boots are at a disadvantage. though i like the winged boots in runs but i think that there should be a category for with WB and without.

Well, any% is any% for a reason. Just do whatever. The Winged Boots don't even give that great of a boost; if I ever use them, it's only in very specific situations. S2 Flameslinger's second flame path is the fastest you'll ever get, though.
