So I recently did a Robot 64 speedrun, and I got a time of 35:08:39. But it turns out my footage stopped recording a quarter in the run. I do have screenshots of the run, including the final time. Can I still submit my run? If so how?

I think i depends on the category, but if it’s a NMG run then you can submit your run because screenshots are allowed for any run over 25 mins. To submit it, i would suggest recording the screenshot, posting it on YT, and then submitting it as usual
