Since I'm seeing there are much runs being rejected for the same reason (FPS lower than accepted), I'll try to help you all.

As I noted, Youtube compress your video when you upload it via Mobile app, and this compression lowers the FPS of your video for less than 30fps, even if you record it with 60+ fps. I already had rejected runs for this reason.

The solution I've found is to use the YouTube website on mobile browser instead. Login into your account and put the page on "desktop version". And then, upload your video this way. The video will not be compressed and you will not lose quality uploading it.
