There's a lot going on in this level, doublely so if you want to complete the (OPTIONAL) objectives, and if you want to do it optimally you have to do a lot in the beginning. Remember to spam workman whenever you are able (You'll need to for an objective in this case anyway).

Call the Fire Department as quickly as you can, but don't assign them to run to the fire straight away. It's faster to let the Fire Truck drop them off then for them to run from off the screen, which is what they'll do if you assign them from the very beginning. Place one group into the Canteen, and one into the Kitchen, but make sure that you assign them to a place that won't be engulfed by flames by the time they get there. Firemen tend to just sit in fires and die, and that means you have to dismiss them and hire more Firemen.

While the firemen fight the fire, (Micromanage them and their hoses if you want, but you really won't have the time realistically) you are going to want to find the Holding Cell of the prison and assign it to be the Canteen, with the walkway nearby as the Kitchen. Designate a Garbage area in the space just below the Holding-Cell-Come-Canteen too, and make sure it runs right down to the jutting out fence and across to the road.

You're going to need 4 Cookers and 4 Fridges in the Kitchen as the objective says, as well as a Bin (DO NOT FORGET THE BIN) and a Sink that is connected to the water. Sometimes the objective tracker can get a bit buggy with connecting up the sink, especially if preexisting pipe is nearby, so be sure to place ample piping under and around the Sink. Hiring 2 Doctors and 8 Cooks as soon as possible is also a must. Put in some Sprinklers as well over the preexisting water piping in the room. All sprinklers you place MUST be connected to a water source in order for the objective to complete, so don't go overboard in the Sprinkler placing. You only need 2.

For the Canteen you need 1 Bin (DO NOT FORGET), 2 Serving Tables, 6 Tables, and 7 Benches (Because the Holding Cell already has 5). The Benches do not need to be situated around a Table as the objective says. Just place the items wherever it is they can fit. Placing more Benches if you can fit them is good, as it means more prisoners can eat at a time for the related (OPTIONAL) objective. Once again place 2 Sprinklers over preexisting pipe for a later objective.

If you are trying to complete the (OPTIONAL) objectives, spamming Janitors at this point can also help you later on. There's no real limit. Do as many as you want or feel you need. More is always better.

Don't worry if you can't get all this done, however. You most likely wont be able to, especially if you have the game running at 3 times speed. Focus mainly on getting as many objectives done before they must be completed, and you should be fine. You can of course do all this a little later, but your workmen will be preoccupied cleaning up the burned out Canteen and Kitchen once the fire is done, so that's why it's good to get as much building out of the way while the fire is still going. Make use of High Priority tasking if you happen to run over your building schedule.

So once the fire is out dismiss the fireman as soon as you can, and then assign your workmen to clear the rubble. Any time before it's objective pops up, you'll also want to find any of the Yards (or any place really) and assign 10 guards there via deployment, as well as another 2 on a patrol route. The objective says that the guards should patrol the 'inner courtyard' but in reality they don't need to be there. Hire 5 guards or more for a later (OPTIONAL) objective here.

Find any old place around the prison as well to assign as a Common Room in the meantime and put 8 chairs in it, but only after you've completly fitted out the Kitchen and Canteen. I chose the small open area in the nearby Cell Block, but so long as its indoors and has 8 chairs the Common Room can be anywhere.

If you are trying to complete the (OPTIONAL) objectives, locate the Storage room and designate it to be a Laundry, placing as many items as you can within. You need to be able to clean all the prisoner's clothes, and starting early means that it will be quicker later.

The next few objectives should just complete as soon as they initalise if all the above things are done correctly, and then the game will give you control of your Reports. Be sure to go into your programs and start running Alcoholics Group Therapy and the Drug Treatment programs. If you're gunning for (OPTIONAL) objectives, head to your Regime and put some working time anywhere and reschedule the programs to ensure that they run at least once. Once that it done click on the polaroid situated in the top left most Shower and skip the cutscene.

Immediately after the cutscene finishes start a shakedown and place guards all over your prison. You only need to find three pieces of drug contraband, so putting a high priority / placing many guards in the kitchen will get things done quickly. If you've already pre-built your Common Room then the next objective should complete straight away. This means the only thing left to do is to click the polaroid in the bottom left Infirmary and Palermo is done... if you're not trying to complete the (OPTIONAL) objectives.
