I have a strategy in mind that involves GIM, which you can't do on an emulator unless you have the plugin. Is it okay to use and submit a run with or no?

What changes with the Rice plugin that allows GIM to no longer crash?

I don't actually know how it does it but it apparently lets GIM happen and makes pausing take longer.

Also, I haven't tested it yet, but I heard the Dolphin emulator wouldn't crash with GIM. Is that allowed to be used?

Could you provide an example video of GIM on emu? Like including you changing the graphics plugin or something so that it's clear.

Here is what happens using the default plugin versus "Mudlord's Rice Video" plugin I tried using "Rice Daedalus" but it jumbled every texture on the screen. I understand if you don't want plugins to be used at all.
