In the World RTA's, when it says we "Beat the level(s) whilst collecting every star coin in said level(s). You may begin the IL with any power up except Superstar." We're allowed to start with the powerup from the beginning, but can we use more powerups outside the levels during the run?

It's less that I want to, it's more that it would be faster to potentially. But I won't do so if it is seen as not good for practice
