Deleting the "All Cup Tour Splitter"
Try downloading a live system like Knoppix, that you can start from a DVD or an USB drive. Then boot that live system up via your preferred method on your PC and navigate to the files you wanna delete and delete them. This most likely is a bit complicated, but it will get the job done for sure.

Yeah, PBEdit.exe doesn't work and glitches out sometimes. I'll ask MisterIXI (the maker) if he can update/delete that file from the downloads.
