There aren't really many speedrun servers, at least that im aware of. Everyone uses practice maps, due to lag, ping and few other issues that servers have. You can download practice maps from here: https://www.minecraftspeedrunning.com/public-resources/maps

There are no speedrun practice servers. This is mostly a singleplayer speedgame that is practiced offline on singleplayer worlds.
