Is it allowed to use quality of life texture packs like low fire?

No, if I remember correctly the only texture packs you can use are UI texture packs that dont make the ui transparent, the texture packs that change the menu panorama and splash text and the ender dragon death sound. Might have missed something, you can read the rules for more accurate info.
