Make sure you have all the episodes INCLUDING RPE in ItA and GI in FtC. So go to FtC and click Play and as fast as you can click Skip Intro. Then click Play Dead and then the intro will play again. Click Skip Intro and then open the map and click the last choice scene in GI. Then click Dinghy and wait for the fail screen to appear, then click Menu. Now you wanna clear your data as fast as you can. Click Play on BtB and then wait until the Menu button appears and then click it. Now click Play on BtB again and while the Play animation is showing click CtM as fast as you can (this is when the timer starts). Then click Ghost Inmate and then click RPE (it will show that RPE is locked but if you click it, it works anyways). And then click Skip Intro and speed through the route. When you get the Toppat Civil Warfare achievement, you're all set! Your timer stops when you get the achievement.
