maybe a silly question, but if you can get past the baldur without items, shouldnt low% be 10% now? what is vengeful spirit needed for

low% uses fireball instead of dash because dash is 2% and fireball is 1%, and we can't get mantis claw without either fireball or dash (or gruz mom but that's more complicated) so the best option is still to get fireball and skip dash like it always has been
