Hey, I have something to say, why should MP3 files not be allowed to be played during a Speedrun? It doesn't even effect the speedrunning, it's just music
IIRC some .mp3 files and skins can mess up with things inside the game, so it's better to not have them.

if you wanna listen to music during speedrunning, play your audios from computer in the background.
GTA 3 does have MP3 in the files, the mods just use the steam version, I have a disc version and I can show a screenshot of the file
It has nothing to do with version, MP3 files are forbidden because they can be used to modify the game. Read the document that was linked.
