Explanation of the skip: you grab a Troika/Turret gun to shoot a seeder you can turn your back against the edge and fall through skipping the (Killing the seeder, Long talk with Anya, All enemies that spawn above the parking lot and the wretches that spawn downstairs).

Edits: ACT 3 skip turned out to be possible on 62FPS, but it just takes longer time and more jumps because of the game calculating the character's position more accurately at higher FPS (thanks to lol123zv for clarifying this)
