question on timing runs by the millisecond

what is the way to time level runs by the millisecond? the way i was doing it was writing the time the mouse gets locked at the beginning (i use premiere pro frame by frame) then writing the time the frame before the first visible part of the end screen is shown. i'd then subtract the times. i feel like this is a good way for timing, but according to the rules it isn't. what is the proper way to time level runs by the millisecond?

the proper way to do it is to use the IGT then leave it to the mods/verifiers to retime it

alright, i was just wondering because it's possible that you get a run that you think is good but isn't better than your last run

UPDATE: process is complete, please notify me if i missed any, or if i make the mistake of verifying a run that didn't wipe save data for levels that require it.

i've been ignorant for like the past year or so, so i'm going through the level leaderboards and rejecting all runs that don't wipe
