I have a game in mind that I think would be fun for speedrunners, but it probably falls under the 'short/trivial' category, which the staff says they aren't accepting right now. However, I have ideas for 3 or maybe more categories, and like I said, although short, it is fun (at least for me :) ) to speedrun. Should I still try to submit it or should i wait to see if rules change, or contact staff?
If you're not sure whether it's acceptable for our rules or not then, go ahead and try submitting it.

To clarify what "at this time" means, rules have gotten stricter over time. Historically we used to accept a lot of games that don't meet our current standards and would not be accepted today. It's unlikely that these restrictions will be relaxed in the future.
