Well, my Laptop isn't that great. I have recorded a run but I have like 1 frame for up to 12 minutes in this run but the audio is fully to hear. Is it possible to submit such a run?

There's no global rule for things like this, it depends on the game and that community's proof standards, so you'll have to talk to them. 1fps is pretty rough though, I don't think I could verify a 1fps run, although I would be rather impressed if somebody managed to finish the game like that.
