I figure it's not that it's hard to implement such changes, but rather that they're focusing on fixing the little things that rolling out the Support Hub broke, such as Game/Moderation Request Notifications and such.
Besides, they'll probably roll out all the moderation changes together in one package as opposed to rolling them out one change at a time, so it's gonna take some time I guess.

Changing the number of runs shown (or removing the limit entirely) is easy enough. The issue is that the limit is there for a reason, if the page tries to show too many runs it just outright crashes, and also showing all the runs all the time puts somewhat unnecessary strain on the server. And they could just bump up the limit a bit or something, but that's just another band-aid solution. They're gonna have to properly solve the problem eventually, so they might as well focus on a proper solution (and generally improving the page while they're at it).
Also, from what I gathered from talking with Pac about this page like a year ago, the way it currently works is really not flexible at all (even something as seemingly simple as changing the order runs are displayed apparently would take a lot of work), so they're probably having to remake the entire page from scratch to get what they need.
