aight so I want to force my sister to do a speedrun but as I knew the rules say "You are permitted to have exactly one account on the site. Alternate accounts will be banned.'' Technically it is allowed but is this under an IP system like if you find 2 users with the same is will both of em banned?

I don't think 2 accounts made/used on the same IP will get you banned. Your sister is probably safe to make an account, and speedrun to her hearts content.
