So, i have two twitch channels, one in english and one in spanish, with obviously two different usernames, in both channels i speedrun different games, can i make two accounts and submit runs in each one for different games? if not, can i submit the runs in this account even if the twitch channel where the vod is has a different username?

No, you are permitted only one account on the site. Yes, you can submit a run from a different Twitch channel (if it's yours). You may have to explain to some game moderators that you have multiple Twitch channels, but it shouldn't be anything too complicated.
