My run was rejected for the reason:“upload to youtube“. Do I have to upload it to youtube when it‘s not mentioned in the game rules? Is there any way I can contact the moderator if I don‘t have to upload it to youtube? (It was not mentioned in the game rules.)
Where did you upload it to? Videos generally need to be uploaded somewhere where they are permanently available, so that might be the issue.
You can DM the mod, but I believe your account needs to be a week old first.
If you were asked to upload to youtube by the moderator then you should do so

Mods sometimes reject runs that aren't on YouTube due to retiming being easier for videos uploaded on to it But they're just being lazy lol
Some users also don't have the ability to upload to YouTube due to region restrictions. I'm not sure if ggboi is in one of these regions, but the game moderators shouldn't force a video platform unless there's a very specific reason for doing so (most of the time this would be twitch, to show full broadcasts for additional proof).
I could use Youtube but I used Vimeo because it doesn‘t take that long to upload.(When I used youtube it took about 4 hours to upload an 12 second video)
Generally, youtube is not needed. The requirements (for 99% of people) tend to be: -Permanently available -Can watch without signing up for something (like how you can watch YT without signing up for an account) -Everything in the video is clearly visible
Maybe try resubmitting it and tell the mod if he wants YT to be a requirement that he should specify it in the rules and then maybe link this thread or the site rules. But your 4 hour upload time on youtube is also likely not an issue with youtube itself, your connection was probably pretty bad at the time. Upload times on youtube are pretty much always faster than vimeo from my experience, but you need to leave the tab open while uploading and processing.
