If you message someone whos account is less than 7 days old, let them be able to respond to you. I understand why you can't send messages with an account less than a week old but if you attempt to talk to someone with an account less than a week old I think they should be able to respond to your message.

This has probably been mentioned alot but this would be especially helpful for game moderators.

Yes, it was mentioned a lot and also requested in the feedback thread about 2-4 times, I think.

I agree with Alexis, this would be a very useful feature to implement. As Oreo has already said though, its probably been mentioned quite a bit. Hopefully it gets recognized enough by the site mods that would be cool.
