As is standard with threads like these, I’ll echo the question I always have:
“What’s your budget?”
HDMI capture cards can vary in price from around $80 USD to approaching $200 USD, so what are you looking to spend? More expensive ones may come with additional support for higher quality video or may be internal PCI cards to minimize lag, so what you’re hoping to accomplish visually might also matter.

You could maybe find one of the cheaper brands in a refurbished state, but for that price range you’re either not going to get good quality equipment or you’re not going to find anything at all.
I would recommend saving up a little bit longer until you can get around the $100 price point. Then you can get something like a low end Avermedia or a Hauppauge. Feel free to poke around at used stuff, but as always, buying cheap right off the bat usually means you’ll have to buy again later if the cheaper/used model you got doesn’t last all that long.
