Yeah, it's unclear if you want a ROM or an Emulator. We can't recommend any locations for ROMs, but I'll second the recommendation for Bizhawk. Out of the box it supports a ton of consoles, and it's not hard to set up at all.
Perhaps OP doesn’t fully understand the difference between a ROM and an emulator.
An emulator is a software program that “emulates” a different system. For example, Virtual Console on the Wii. Rather than having to port all NES games to run directly on the Wii, the Wii runs an NES emulator and then you just stick the original game files in that.
ROM refers to the files for the game itself. You can rip these from an original disc if you want to run them in an emulator on a PC.
