Therefore, I tried to contact by DM or Discord in the site, but there was no response. So, is it okay to use the support hub "Report Inactive Moderator & Request To Be Moderator" only for "Report Inactive Moderator"? Or is it possible for the site to reach out to a specific moderator? It's my first time to set up a thread, so I'm sorry if I make a mistake.

The only way to report an inactive moderator is to become moderator yourself. I suppose you could try making a forum post in the game to see if somebody else is willing to do so. Site staff can’t help here; the most they could do is remove the moderator, which doesn’t help you if you’re not willing to become the new mod; they can’t make an inactive user verify your run.
