Skylanders: Swap Force has a Time Attack mode, but requires beating the game to unlock and doesn't have a leaderboard on speedrun.com (we have an unofficial board that no one uses).
Foxbot: IL-focused time trial game, the sum of IL times is used for the full game categories.

Minima, though I didn't really care for this game.
Around half of the pico-8 games on this site use IGT as the timing method, though I don't know how many would be considered time trial games. Usually they don't have it as a separate mode, and many games don't have the timer visible during gameplay. (For an exception not on this site, Scrap Boy offers a time attack mode after you've beaten it once on any difficulty.)

My favorite time trial games are part of the Moto X3M Series. There are four different games on this site: Moto X3M Classic
