Hello, I am considering buying a PS3 with several game emulators, or maybe a computer with just emulators, to do speedruns. Is that allowed?

You're probably gonna be better off with the PC for emulation. Every game has it's own rules so if there's certain games you're looking into, that would be the starting point but most emulators on consoles for retro games probably wouldn't be accepted.
