Now that I have found a speed run that is spliced, what do I do about it? Who do I inform?

Contact the game moderators of the relevant game, and explain to them what is wrong with the run.

It's important to go to the game moderators before the site moderators. The game moderators are experts in that specific game and can tell if the run is spliced, the site mods often aren't. Most instances of false bans come from someone who isn't experienced in a game reporting a run to the site staff who also don't really understand the game.
