Remove switching levels from time
I think we should remove the time from switching levels as for people can have slow fingers or just for a quick second to take a break. There will also need to be more retimes on all done levels but I think it would be much easier to retime now then when runs start rolling in.

i added some changes such as the url becoming "exoracer" instead of "exoracer_". the main categories look cleaner and the rules have better grammar. added seasons 8-9 aswell. start submitting some runs because this speedrun page will become more active n
