To get the timer to be "manual time" right click on the splits and select "Edit Layout"

From there, click on "+" button and under "Control" should be "Manual Game Time"

Once you set the splits to compare against game time, it should now be working.

When you start the splits, a box will pop up that will let you enter the time for each IL.
